It really isn't a "holiday," it's a National Day of Mourning. Federal offices are closed, but county, state and local offices are open.
The National Day of Mourning may be a "federal" holiday because it followed a National Holiday (Jan. 1).

They do the same thing when every president dies (i am pretty sure) Today will not be a federal holiday, its just federal buildings are closed for the funeral. Its not a permenant thing, its just in observance of the state funeral.

all Presidents when they die receive the same treatment. after all they are the leaders of our Country whether we like them or not.
