How do I get past the Carnival World in Sonic the Hedgehog 3?

I guess that I should mention this is on the collection of games for the PS2. Also, the problem that I have is the spinning barrel thing won't let me get down below it. I think it is on Act 2. I only want to use Sonic and/or Tails, not Knuckles.

The spinning barrel had me confused as well, until I figured it out.

It acts sort of like a swing, except vertically. Hold Down until it won't go down any further, then hold Up until it won't go up any further, then immediately hold Down again... lather, rinse, repeat. It will go higher/lower with each repetition if you do it right and with the correct timing; you'll eventually pulse yourself to the top of the chute.

Like it has already been said here, it worked like a swing, you need to get the inertia to go up and down by pushing the up and down buttons.
