It isn't actually a holiday. However some areas provide two days off to government employees at Xmas and then again for January 1. Maybe other people are joining the band wagon for the day off.
Where I live in the UK, all the stores are closed, the main branches of the banks are open, but not the local branches. The post office is closed as well.
