I think you are asking that why in the US we want (as a society) for our babies to start soilds at 7 wks, be potty trained by 1, be walking by 10 months, sitting up by 3 months, speaking like an adult at 2, reading the newspaper at 4 things like that?
I don't know. Personally, I think it's excitement and pride a parent feels when their child reaches a milestone that makes them keep pushing for the next milestone (or it was with my 1st child)
Now some people just expect too much from their children, (like my hubby--if WE don't make our 2 year old take a nap--we can't expect him to behave properly that evening--but my husband does-anywho . . . )
Some people, don't realize how much time a child takes so, in this fast paced, self-center society, they push their kids to grow up fast to suit thier own selfish desires.
Me, I'm going to take my time with this baby (he's 6 weeks) let him slef wean on to solids and off the breast in his own time, he'll walk when he walks, talk when he talks and he'll be just fine if I just let him be and love him--each stage passes fast enough without rushing it and I'm going to enjoy every second of each stage and mourn it's passing as he progresses to the next knowing that each new milestone puts another phase into the past to be nothing more than a distant memory I can never recapture.

What age are we talking about here? And who doesn't want babies do baby stuff? You mean - what are babies expected to do? The question is really confusing...
I personally hate kids who talk like they are adults, and their parents look at them, smile and think "(S)he is so adorable, just like a big girl/boy!" I think it's wrong. Everyone must behave in an age appropriate way! There's nothing more wrong than a 15 year old talking like she's 30. Yikes!

Kids are not babies. It's fine for babies to act like babies but once they aren't babies anymore there's no reason to encourage them to behave like they are...

I don't like it when my children act like babies, meaning that they are whining and crying instead of using their words to communicate. I try to raise healthy and responsible children

Some people seem to think that it's a race to get their child to grow to independence as quickly as possible.
