Seriously, I probably will NEVER see either one, unless someone happens to be watching it, which is not likely to happen. Sorry I can't give you an educated answer. Are either of them anywhere remotely worth my time, seriously?

Napoleon Dynomite. Some things were funny in the movie, but people talk about it, like it was the funniest movie ever made. I thought the characters sucked. But Borat, was politically incorrect!!!! I loved it!

Napoleon Dynomite was the worst movie ever made, but it was marketed well. Marketed very well. People chose to like it to fit in with everyone else.

I say Napolean was a bigger waste of time and moolah! There was really no point to the movie..at all or at least I didn't catch it if there was. Tho there were funny parts to the movie! Borat on the other hand was a little rude and raunchy, but had a point and was funnier!
