Absolutely.Two persons I know were head hunted by an American company and it is that company that applied for work permits for them. It was a long and protracted business.
When you arrive in America you have to fill a detailed questionnaire. You are allowed in on a visa waiver but for no more than three months as a visitor and provided you do not take up work. You are also photographed and finger printed on entry.
Go to the American Embassy in London website and you can read it all up for yourself.

I would imagine that they would. I am a Canadian citizen and we need what is called a green card in order to work there so this is what makes me believe you would also. Best bet would be to check it out at the American Consulate as they would give you all the info required.
