Sounds like you might have a bunch of adware on the computer. Go to add/remove programs and remove any program you don't recognize or sounds suspicious (security toolbar, newdotnet, starware, media motor/access, p2p networking, mywebsearch, coolwebsearch, bargainbuddy, ect).

Download ad-aware. http://www.lavasoft.de

Download Spybot. http://www.spybot.info

Download AVG antspyware. http://www.ewido.net

Run Xcleaner. http://xblock.com/download/xcleaner_free.exe

Run a housecall scan http://housecall.trendmicro.com

These are all free and should take a bite out of whatever is found.

Your computer might be infested with adware/spyware. Plz download AdAware free version (see the 1st link) and do a complete scan.
Numerous pop-up blockers are available these days, like Internet explorer 6 with Windows XP service pack 2 update comes with a pop-up blocker. Moreover, you can download toolbars like yahoo or google toolbar...they also have pop-up blocker.
But the best option would be to use Firefox as your internet browser.
Just download firefox and add an adblock plus extension. You might as well want NoScript extension to prevent unwanted javascript from running
IMO, Firefox is your best bet :)

If you are using Internet Explorer you can download a toolbar - Yahoo and Google both have them for free. These have pop-up blockers.

Or download a different browser. Firefox and Opera both have built-in pop-up blockers.

If you are getting popups every few seconds it is not coming from your browser. There is an adware program installed on your computer. Try download and running a program such as adaware to get rid of it.

You probably have spyware/adware on your computer. Try running Adaware to stop it.
