From the American Legion - "The Flag Code suggests that, "when a flag has served its useful purpose, it should be destroyed, preferably by burning." For individual citizens, this should be done discreetly so the act of destruction is not perceived as a protest or desecration. Many American Legion Posts conduct Disposal of Unserviceable Flag Ceremonies on June 14, Flag Day. This ceremony creates a particularly dignified and solemn occasion for the retirement of unserviceable flags."

Worn flags may be disposed of at any American Legion Post or given to a local Boy or Girl Scout troop for disposal. Plastic flags may be tossed, as the proper disp[osal of the flag refers to cloth flags.

They are to be burned, but not just tossed into any old bonfire. There's actually a proper service to dispose of the flag respectfully.
Check with either your local military recruiting branch or VFW. They'll be able to guide you in the proper way to destroy your old flag.

Ask your local Boy Scout troop. One of the responsibilities the Boy Scouts perform is the appropriate disposal of American flags
A local American Legion may also be able to help as well.
