ummm ..maybe is like the same case with Bond , he is not associated with MLBPA so game company cant use the name. I dont know , i dont have MLB 06 the show.

Some of the previous answers are pretty dead on.
Millar isn't a member of the Major League Baseball Players Association and cannot be a member because he crossed the picket-line to play during the 1994-1995 players strike.
If you look close enough you'll find a whole host of guys who fit this same scenario who aren't on the game. Other examples include guys like the late Cory Lidle, Jamie Walker, Matt Herges, Damian Miller and Brendan Donnelly to name a few.
I think Millar is still on the game under the psuedo-name Ivan Jimenez.

Kevin Millar was a scab during the last players strike. During the 2004 Red Sox World Series Champs he couldn't be on any piece of World Series t shirts or hats etc.

I don't think that Millar is in the players' union. If he is not in the union, they cannot use him in the game.
The same is true for most players who are not in the players union.
To remedy this, you might be able to create a player with the same looks and stats as Millar. Sometimes members at gameFAQs post this information. Look the game up there.
