You want to persuade and influence your audience. Therefore you first need to understand the psychological principles of influence. If you have the time to read a little from the book below by Dr Robert Cialdini, I guarantee that you'll write a better speech for that theme. In fact, you could give a speech based on the title of the book or "the art of persuasion" and give it as a reference. I'm getting so interested now, that I'll give the speech for you!

That people should give some money from time to time to an unpopular charity. For example, people give money all the time to charities for the welfare of cute things like children and puppies or saving dolphins, but not for old people that can't afford their heating bills or stopping a rare species of beetle or plant becoming extinct.
You could discuss - Do we give money to benefit the recipients or just to make ourselves feel like a good moral person? Should we be so hard on ourselves? etc.
Its something everyone in the audience has opinions on.
Just set out your position. Set out counter-arguments, what your opponents would say if they were given a chance to speak, use logic and rhetoric (emotional appeal, quotes from authority figures, etc) to demolish the counter-arguments, etc, and try to 'prove' or convince your audience of your position.

Weather & how events repeat in cycles. Take this year, breaking records thru out the states. I learned to try to stay away from Politics & Religen. Those are touchy sometimes and people tend to not have an open mind on those topics. I hope I helped you. Good luck.

That would depend on you. If you pick something you are passionate about no matter the topic I think it will come easy to you to be persuasive. Good luck.

Something that your audience can relate to. Maybe something about school, like no scholarships or yes scholarships. Or more scholarships. Or maybe the government. No Bush or yes Bush. Be creative and be current.

Anything that you are passionate about! Try to steer clear from abortion , death penalty and religious topics because they are overdone and your instructor will appreciate originality. Check out these links to see if anything catches your eye.
