it is a vein that is directly under the head of my penis and when the bump is next to it...it is not painful but scary

I don't think it's scary. Just try and squeeze it. If stuff oozes then its a pimple. If it get bigger and redder and no stuff oozes then yu must take a cab to a clinc for observation and remedy.

Try calling a local hospital, they should be able to help you. It doesn't have to be your docter if you're embarrased about it. It might be an infection or something serious.

probably is a flared up area. Sounds gross, but does it puss? if so, believe it or not, could be an ingrown hair.
