Granting amnesty to 20-30 million people and forcing them to properly become citizens is a much cheaper solution than trying to track down, capture, and deport 20-30 million people. I'm not a fan of illegal immigration, but this strikes me as a cheaper solution. Legalize those who are here, and then make it harder to get in.
