yes this is stylish...the belt adds more style to the outfit..and goes with the heels.

Yes, it's very stylish. I love this look. Also, if you're petite and/or have short legs, the heels are a must to lengthen the line of your legs.

stylish in the summer... if worn exactly the way its shown... but it would look funny in the winter

Not a very chic look... it's pretty skanky. But, that may be what you are looking for. If it pleases you, that's all that's really important.
