Thumbs up/down is an option for users to cast a vote of agreement or disagreement with another's comment. Reporting is done differently.
Check it out by selecting "Report Abuse". You can see that there are a few boxes to fill out about the nature of the abuse committed. You don't need to report anyone to look at the site.

Not necessarily. It means someone clicked on the thumbs down icon. They could also report you, but a report isn't tied to the thumbs down icon.

No, it doesn't, when you get an eviction notice on you inbox, that means someones reported you, if you get a thumbs down, that means someone doesn't like ur question, or answer.
