Mathematics is that branch of knowledge that includes formal reasoning of all kinds, from the simplest parts of arithmetic and geometry to fundamental questins about the limits of human knowledge.
Numeracy is the ability to deal with numbers in practical life. In its simplest form it involves things like being able to check your change in shops, at higher levels it enables us to deal with the barrage of statistical and financial data intended to convince us to follow somebody's political ideas or part with our money.
One of the best books to learn numeracy from is 'How to Lie With Statistics' by Darrell Huff with Irving Geis as the Illustrator. This was on my reading list when I did my maths degree over thirty years ago, and it's still one of the most often recommended books today. It uses everyday language to put over many of the things you need to know to avoid being conned.

I hadn't heard the term before, but the definitions I found make it sound like the relationship between numeracy and math is the same as the relationship between literacy and reading.
That is, if you are literate, you can read at least a basic level.
So, presumably, if you are "numerate", you can do math at least a basic level.

Numeracy refers to arithmetic which is only to a small branch mathematics.
One could be numerate (competent in arithmetic) with a very basic education whereas one would require at least 'A' level ability to be called a mathematician

Mathematics' objects (after Cantor) are abstract sets.
Numeracy is a mere case. Yet, in Number theory there exist some of the hardest questions which children can ask and mathematician can't answer.
