You most likely have a corrupt windows installed or your hard drive is damaged.
To check this you will have to reinstall the system or make a repair.
Turn on the computer
Repeatedly press DEL
once in Bios go to advanced setup
select 1st boot device as cd-rom
save and exit
your system will begin the installation of windows.

First make sure you do not have a floppy disk inserted in your disk drive (if you have a Floppy Disk Drive)
A common problem on some computers is that they forget to boot off of the hard disk. This was common on the IBM 300PL's.
Another common problem is that a keyboard or mouse is unplugged or faulty resulting in an error. Some computers include an Error Start Up Sequence which tells the computer to try and boot off of a network that does not exist.
Go into the BIOS and look at the Start Up Sequence. Turn off all of the options under Automatic and Error if they exist.
Set the Primary Start Up to Hard Disk 0

First, the PC does a Power On Self Test (POST) as it boots up to check all the hardware to make sure it's working. If POST is successful, you'll typically hear a single "beep" before the screen becomes active. As it goes through the POST, you'll hear the hardware accessing the different drives that are listed in the BIOS setup that it needs to check to see which one to boot from. So first make sure your POST passes ok. Then start troubleshooting software boot problems as below:

Could be a possible error either in mother board or in bios
check up bios settings or else its the moter board since boot from cd rom also a failure

Check the BIOS settings to ensure that it is trying to boot from the CD. You did not say whether the attempt to boot from CD generated the same error message or a different one.

sounds live a BIOS virus i had on my old pc exactly
