Why do men when feeling cold decide to put a scarf around their neck-does this actually help?

The guys I have seen often are wearing a t-shirt yet think that a scarf around their neck will work.

I just think its funny

It does work. I could go out with sandals on in 40 degree weather but I get a chill in my neck.... I need a scarf and probably a hat. By the way, wearing a hat holds your body heat in the best. You should always wear one in winter.
