Traditionally it was recommended to increase the refresh rate on CRT's because lower frequencies, around 60 Hz or less could damage your eyes. With LCD's it's not so much a problem. We generally set refresh rates between 70-85 Hz.

I don't know if you have an LCD or a CRT. On a CRT, just about anything other than 60 Mhz is good. I like 75 myself. On an LCD, it is not so much a problem with flicker from florescents, so just about any refresh rate is ok.

In general, the faster your refresh rate the better, but if that is all your doing, then you really don't need anything fancy; just keep it at default settings.

actually it depends on ure monitor see your monitor guide or check online to see under what refresh rate your monitor will show optimum performance
