If it's the holidays, and they are not getting into trouble, such as surfing the internet unsuppervised, then I see no problem with it.
My 10 year old stays awake watching tv.
as long as you start them back to a regular school-night sleep pattern a few days before school starts back. This means, getting up at a reasonable hour, as well as going to bed at a reasonable hour.
They have strict scedules during school, and this is vacation. Do you like staying up late when you don't have to go to work the next day? Same with them.

I'm 14 and on nights that arent school night i usually stay up till 12 or 1, on school nights i go to bed at 10 and get 8-9 hours sleep

As hard as it would be to tell a 13 yr old what time to go to bed, I would recommend telling him about the benefits of getting a good night sleep, his mind and body will benefit from being rested and energized, 10hrs of sleep is what professionals recommend, but a good 8 hrs should be good. If the kid does not want to comply, grab a hold of a stick and beating him/her (kidding) But seriously folks, be a man/woman and make them, don't let those little rascals win the battle.

Only for the holidays, maybe weekends. But suggest going to bed earlier, like 10. On school days its important that he/she goes to bed early enough to get at least 7 hours of sleep, closer to 9. They're growing at this age and need at least that many hours of sleep.

Well, I'm 13 and I went to bed yesterday morning at 5 a.m. and slept till 3 p.m.
And on school nights it ranges from 1 -3 a.m., getting up at 7.
But maybe that's just me.

Yes it is normal. Many 13 year old kids sleep at that time on school days so it is fine for them to sleep that time on holidays.

11pm is late for a school night. If they don't have to school the next day than i wouldn't really worry about it but kids should have a descent bed time for school days.

Absolutely, they are on vacation. You should probably make them start going to bed earlier right before school starts up again. that's what my mom did. you can even let them stay up later, 11pm is really not that late to an ansy teenager on vacation. Just keep them at home where you can keep your eye on them.
