In iew of the recent tragedy where a little girlwas killed by a "Dog" which is undergoing tests to determine whether it is a Pit Bull in which case its "owner" can be prosecuted inder the Dangerous dogs act, is it not time all dogs over 1 year old are registered, and all dog keepers "Owners" were likewise licensed and prosecuted for Canine asault or Canine manslaughter or murder, with penalties ranging from fines through dog bans to Prison, including life where the dog kills a little girl.

Just like we are required to have licenses for dangerous items that can kill people (guns and cars) it should also be so for large dogs.

Do licenses perhaps, but unless the dog owner has been negligent in care and control of their dog, I believe that they should not be held responsible for the act of an animal.

The animal should be taken and destroyed. I do believe that owners should have insurance in in case their dog does get out and hurts someone or something.

I believe that if care and control has not been reasonably insured then yes, prosecute the owners to the fullest!

In my town, all dogs have to be registered and their rabies certificate shown at time of registration. the town actually keeps track of your dog by sending you a renewal form every year. It is income for the town as well. A lot of towns have leash laws as well. Maybe they should be practiced and enforced more.

oh yeah? an animal will attack whether anyone has a license or not. and generally the offending aimal is put down. what are you really instigating? more revenue/tax for this useless government.....as if the british people haven't enough to pay for.

No one should be allowed to own dogs which have a proven reputation for spontaneous aggression. It's almost as bad as letting people own a gun.

What a great idea.... we can licence people to own dogs, but any stupid fecker can have a child.

But yes, we should licence all dog owners and then move on to parents.

I also think we should start to bring in licenses for having children!!

they still exist, people just can't be bothered ...
like a gun lisc. only those who abide bother with one ... not those who want to aviod problems.
