A Master degree in psychological counseling and one in psychoterapy

Most Master's degrees cover both counseling and psychotherapy, so I don't understand why someone would have 2 degrees in this area. Unless one degree is in counseling and the other is in clinical psychology.
The APA reports that the overall median 11-12-month salary was $46,000 for direct human service providers at the master’s level who indicated clinical psychology as a major subfield.
The overall median 11-12-month salary for a master’s-level position within counseling psychology was $42,000.
