If you're main purpose is to buy a phone you need to be unlocked when back to the US, you can consider buy one when in Italy; I'm not sure how's rules in the US, but here you can easyly find unlocked phones in shops, with or without a sim included in the price. If a sim is included, the phone may or may not be locked according to every specific deal, but usually they are when the phone is sold for a lower price than its original standalone price. If you do, be careful to ask a model which will work in the US, also, (tri or quadri band, easy to find) and remember you need an adapter to fit US plug or to fit Italian plugs if you buy the phone in the US.

You may be better ordering online, that way you wont have to speak to anyone. Buy a sim free phone (already unlocked so the italian card will work) with a camera. If you use a website they will have features you can choose so simply choose Sim free with camera. OR go into a shop and ask confidently for a sim free phone with a camera. Maybe you'd be better getting a phone over in Italy to save this trouble.

Go to one of the phone shops to disscuss what you're looking for. Tell them you're not ready to buy yet so the don't dupe you into buying the first thing they try to sell you. Although in most cases they won't.
Then decide whether you will buy it from a shop of from the net. Once you know what it does etc, it should be easy enough.
You can ask also at the phone shop for a place to unlock your phone if needed. They won't do it, but they usually know someone who will.

Try ebay. Just go through their phones. You need one that is GSM, and UNLOCKED. (They have search options where you can specifiy camera, new/used, etc.) A lot depends on what you want! Do you want a bar phone? A flip phone? A sliding phone? A phone with a big screen? A phone with a full keyboard? Do you care about using it for wireless internet? Do you need a wireless headset to go with it? If you don't know the answers, go to a store, and when a sales guy comes up to you tell them you don't need anything, your just looking around. Then try picking up different phones and holding them up to your ear...... Figure out what you want. Remember the model number and name, and then find it on Ebay.

It depends on where you live...US Cellular offers free incoming calls on their pre-paid. I think this is awesome. Verizon Wireless offers free IN Calling, so anyone you talk to that is "in" the network is also free. Not sure about other providers.
