Most likely to be the pump but it could be the pump over run thermostat. To be sure one needs to test at the pump for 240 volts when the system is turned on You can stop the boiler from boiling by turning the thermostat on the boiler to the off position, this will still leave power to the pump. You can try to start the pump by removing the large screw in the centre and spinning the shaft with a small screwdriver. a small amount of dirty water will leak whilst the screw is out. Protect from loosing screw down any holes in floor.
PS This will cause the pilot to go out as a safety cut off for the boiler.

There may be a valve and a gauge close to the immersion heater that feeds the radiators. Check the gauge is 'in the green', if not then open the valve and refill the system. Have you bled the radiators recently? Did you do it correctly? You'd be amazed at the amount of people that aren't sure how to do it. It sounds like the system doesn't have enough water in it so it's trying to heat the pipes and not what inside em. With a coupla babbys, if you can't sort the heating please remember to keep em wrapped and good luck! Oh and call council (if tenant) or heating company to check everything. When you get the extortionate bill if you own , then get the insurance for the heating system!

It sounds like your boiler may be water logged. Be careful with that as the water would be very hot and under high pressure.
Carefully drain the boiler until the feed valve kicks in.
Better yet call a tech to look at it.

your boiler has died and you need a new one. your off to a bad start for the new year.
leave the boiler turned off for safety and call out someone to check it if you can afford to. or if its a council house or rented then contact the landlord now. tell them its an emergency as you have 2 baby's in the house and need to keep warm.

I'de say that your pump has packed in or jamed and is cutting the boiler out on overheat, try tapping the pump body gently with a hammer or remove the centre screw on the pump face, insert a screw driver and turn the drive shaft, if all this fails then i think anew pump is in order.

it sounds like your boiler has air in the lines also a bad thermocouple causing the pilot to go out

First of all make sure you install a carbon monoxide alarm if you haven't already.
You made need to bleed the radiators done simply with the radiator key (from DIY store if you haven't got one)
