Bank wire transfer.

Western Union is about the same speed, but is much more expensive than wire transfer.

Checks denominated in S$ will be much slower due to the clearing time needed for the check. Also, most Taiwanese banks won't honor the S$. If they do, there will be a hefty bid-ask spread on the currency exchange.

Due to liberalization in the Singapore financial markets, treasury functions have become much more competitive. This means that the wire transfer will not be very expensive. Expect to pay about S$40. The wire transfer will generally close in about 3 days. This is cheaper for most transactions, except for very small amounts. Otherwise, it is cheapest and fastest to use the money wallahs. These guys are illegal, but they are cheap and fast for smaller amounts.

I would try either Western Union or MoneyGram. I know MoneyGram is a few dollars less than Western Union.
