In terms of sheer firepower, I'd say the American public are the biggest givers when it comes to charity. The Americans now have (I think) three hundred million - so that if each of them put a single dollar in the hat on charity collection day, it would equal three hundred million dollars. Actually, it is usually much more than that, because big businesses, not to be outdone, slap down more hard cash to try and beat the last best.
UK raises multi-millions for charity each year and in terms of charities we are a nation with more charities per square mile than any other on earth. We have "Red Nose Day", which brings in millions and millions and there's that other one for all the kids, cannot remember what's called, always on TV most years.
In UK the biggest receiver of charity money is the RNLI (Royal National Lifeboat Institute) - who save an average of 21 lives per day from the seas around the British coast. People die and leave their entire estates to the RNLI.
Next biggest receivers are probably the assorted charities for animals, dogs, donkeys, etc.
Coming up fast on the rails are the multitude of children's charities, NCH.
In addition, there's the Sally Ann. etc. etc. etc.

What, per capita or on the whole? From the national budget or from the pockets of the people?
The Nordic countries are big givers. Larger nations such as britain and USA would have to contribute 50 times more to equal the same amount per capita.

Based on GNI (Gross National Income), Norway is on top with Italy showing at the bottom out of the top 22 countries ranked. The US on the otherhand is by far the largest donor - $20 billion from the government, and another $51 billion, from private foundations, corps, voluantary orgs, colleges and immigrants sending money to families and villages back home.

I heard Norway gave a higher percentage of income to charity on a national/government level. We weren't even near to giving what we promised (UK) but then neither were America or most other countries.
