You probably own goldfish. These fish are very hardy and just need to have their water changed at least once or twice a week. Then replaced with water that you declorinate with drops available at any pet store. Then feeding, don't over-feed them or you'll have to change their water more and eventually their bowl as fish will grow more if they are fed more.

Without knowing what kind of fish you have or where you live, I would say you are taking your chances. If you live in a climate where the temperature never falls below 72 F or if you have only cold water fish then you might be OK as far as a heater goes.
I presume that the "oxy thing" you speak of is an aerator. If so, as long as you keep the number of fish in the tank no more than you have now, then you might not need one.
I hope you have a good filter and keep up with scheduled water changes (about 10% once a week).

What kind of fish are you keeping? This really will effect the answer. What size bowl are you using?
If you're keeping goldfish in a bowl, you need to realize that they will die if they are kept in there very long. They grow very large and will become stunted living in a bowl, which eventually kills them.
If you're keeping something like a betta, it is fine without a filter/air stone, but not having a heater can cause them to become ill. They prefer warmer temperatures. Also, if you're keeping other fish with it, you're likely to have way too many fish in a bowl, and living witout a filter can often kill these fish which need oxygen from the water.
If you dont feel like spending the moeny to appropriatly care for these animals, why do you have them?

If the bowl is small and in a warm room, it doesn't need a heater, though you should be aware that fluctuations in your fish's water temperature of more than a few degrees will stress them and leave them prone to illness. Also, if you change your water frequently (daily) they don't need an airstone.
If your conditions are otherwise, your fish may not be doing as "fine" as you think they are.

depends on what kind of fish they are if it's any kind of gold fish u don't need a heater but with all fish u need a oxygene thing because it looks like they are doing fine it;s just the waters oxygene is lasting long
i had fish and i didin't get a oxygene thing and 71/2 monthes later they all died because of oxygene
so i sugest get a oxygene thing,and a heater if u have tropical fish
