Its impossible to have a whole dvd on a CD. The two are different mediums of storing data. On a dvd, the laser to read and write onto it is smaller than what is used to read and write onto cd's. This makes the DVD more dense and can pack more data onto a disk. Even if you have an encoder to switch the codecs of the movie, the size of the will probably be bigger than what a cd can take. If you want to burn a dvd, just go out and buy some blank DVD's and burn your movie(s) into them.

'Fraid not.... sorry. If you have any friends with a dvd-rom and a cd-rom, you could copy the dvd to the hard drive, drop down the bitrate, and then put it on cd-rom.... If you own the dvd, you could always try bittorrent...... Check my answered questions to find out about bittorrent.
