I've got a 1998 S reg VW Golf mark 4 1.4 petrol. Whenever I slow down or when the car is stationary and the engine is running the engine just cuts out. The car starts again with no problems. Is Red-ex the solution to getting rid of this problem? Or will it be something else?

Red-X won't solve that -it's just (an overrated) fuel system cleaner.

Possibly blocked fuel filter, vacuum hose leak, idle set too low.

Redex is an additive that you use with every full tank of fuel and once again it's another additive that will cuase tarnish if left unused.
As suggested earlier use a 1 application fuel system cleaner and run car almost to an empty tank this will ensure fresh fuel is used in any case.
Vw's are like most cars prone to idle control valves sticking which is once again caused by tarnish. Thses tarnishes can be removed from the control valves and from then on preventitive maintenance kicks in.

Ok, it's very easy for someone like myself to sound if they are preaching, there are others like myself who speak from experience which I would expect If I were to ask a question from your field of expertise.
Trying the least expensive known cures first, at least then when you have to take your car to a garage you can tell them you have carried out prior cleaning following the instruction given on any container of additive used.

sounds like the tick-over speed is set too low. Should be about 800rpm with engine warm. If too slow adjust on cable by pulling out metal slide adjust the outer guide by pulling along cable and refit metal clip

It could be an Oxygen sensor or a pin hole in a vacuum hose, I'm checking into the same problem with a jeep Cherokee right now.

redex will not solve your problem the solution to your problem is checking all your vacum and breather pipes for splits and holes i had a similar problem with a audi same type of engine vw engine

try a fuel system tune up, new fuel filter, clean the injectors, clean the throttle body, clean the EGR valve port, remove carbon with some "sea-foam" replace the O2 sensor and maybe replace the PCV valve.
