William Shakespear!!!!!!
Has contributed hundreds of words to the English language, he has touched on all human emotions, his many books and poems explore vast themes. Especially his tragedies.
Take any one verse from a Shakespear novel and you will find, it full of several different meanings.
Many big box office movies , use the same formula to unwind a plot or storyline ...as Shakespear. (this has been studied and proven)
Not only did he understand human nature , he also understood what human expectations were from an entertainment point of view.

Goodness, Tolkien is horrible. If you are asking who wrote in the greatest literary form, that is able to breathe life into text, the answer would be Joyce. Yet, as life often is, it's pretty boring. ;)
Some like Kafka and his existentialism. But whatever this philosophical debate would be the best literary work is questionable, and improbable.
We can never be sure, as translated, literary works aren't the same. And unless we hire someone qualified to rate literary works who knows all the written languages we will never know.

Such a one has yet to be born, since "all times" would include the entire future of linguistic life forms.
