There are no tools for now to create units for command and conquer generals. (Worldbuilder is a map making tool and making a new unit require to change lots of settings).
But, you can try to download and use mods to change the unit's appearance, cost, speed, faction etc.

yes, there is a tool called the 'World Builder' and you can download it off any CnC website
