Per TwinCities.com/St. Paul Pioneer Press
"Mail won't be delivered today, the U.S. Postal Service has announced. President Bush has ordered federal agencies to close in acknowledgment of former President Gerald R. Ford's funeral.
Express Mail will be delivered, however. Post offices will reopen Wednesday, when normal mail service resumes."

No, it's a federally observed national day of rememberance.
"Most federal government offices and courts will be closed today in honor of Ford. Only those offices and installations deemed necessary for national security or defense or other essential public business will be open.
There will be no regular mail delivery or retail services at post offices. Express Mail deliveries will be made. Regular retail and delivery service will resume Wednesday. "
