Neither. A waist length coat will shorten your torso, and a knee length one will shorten your legs.

Instead try a hip length coat for a longer torso, without cutting your legs in half. You also want a lean style that won't add a lot of bulk to your frame; anything that adds a lot of width always makes you look shorter. In addition, look for styles that have lapels (or some other detailing) to draw the eye up towards your face. You don't want the attention on the lower part of your jacket. Anytime you draw the eye up with bold colors, decorations, lapels, etc... you are making yourself look taller; don't do the reverse-drawing the eye down makes you look shorter. Another trick for adding the illusion of height is using vertical lines to your jacket; this can be done with actual stripes, and with seaming.

Waist length will cut you in half and make you look like a barrel if you are a large size. Knee length could be a bit long if you're very short, but depends on the cut. I'd go for something fitted with lots of vertical lines and some cuban heels...

It depends on the color - what you're trying to do is create one uninterrupted line of color. So you could wear black pants and a black jacket, waist length, and look taller. If you wore a red jacket, it would cut you off at the waist and make you look shorter.

Same with knee length. And if you're short, avoid any thing longer than the knee completely, it will just swallow you up and make you look smaller.
