Second to google the best search is using delicious.
For example to see the pages people have tagged with jokes goto http://del.icio.us/tag/jokes
As you are publishing a college magazine you can combine tags to get
http://del.icio.us/tag/jokes+college etc etc
Usually the more people have tagged a page the better its found to be.

Why not accept submissions from people in your college? Have them write their own poems or jokes and submit them.
