YES THE BANKS ARE OPEN. EVEN THOUGH IT IS A NATIONAL HOLIDAY, BANKS HAVE TO APPLY TO BE CLOSED. THIS PROCESS USUALLY TAKES ABOUT 2 WEEKS. IF YOU REMEMBER THE BANKS WERE OPEN WHEN THE COUNTRY HAD A NATIONAL DAY OF MOURNING FOR PRESIDENT REAGAN. ALSO THERE IS A LAW THAT BANKS ARE NOW ALLOWED TO BE CLOSED FOR MORE THAN 3 DAYS. THIS LAW WAS PUT IN PLACE DURING THE DEPRESSION TO ALLOW CUSTOMERS ACCESS TO THEIR MONEY

Banks can not be closed for more then 3 consecutive days by law.
