Every govt. needs money to spend on Police Dept., Military and Judiciary. Police Dept helps the govt. to control the agitations of the agrived people against the govt., judiciary punishes the people who are agrieved and agitating against the govt., Military controls the threats to govt. from outside. Hence, the Indian governemet provieds this only.
