The answers may not accurate because you don't say your Operating System, your machine hardware, kind of your motherboard, RAM, and others..

The solution I can give you are :
1. You better make your program thin. I meant don't install any program which is required internet connection while the computer started.
2. Maybe you have to installed a software which can detect SPYWARE on your PC. Believe me, those feed themseleves so your connectio badly slow!
3. You may change your browser. I recommended FireFox then!

It is dependent on transfer from Net - not on Yout 2 PC specs or operating system. The settings to get best possible transfer for Your conection can be optimized on all operating systems and with many browsers.

At the momemnt Your slower PC has better netware settings and/or browser settings.

If You want to improve it for the better machine?

Some modern and up to date browsers can set & use improved settings for individual conection type and spead.

K-Meleon, Firefox, SeaMOnkey and other Mozilla browsers can.

http://kmeleon.sourceforge.net/download.php

for a download example.

Optimized settings for these browsers where first published as collection by a guy called Achilles
http://www.tweakfactor.com/articles/tweaks/firefoxtweak/4.html
They are for all Mozilla Gecko browsers not only for Firefox.

For the rest of needed optimization

( that are browser independent netware settings inside You operating system ? )

You use tweak programs such as cable nut.

Tweaks under the keywords: caple nut tweaks - e. g. at

Hope this both explains the reason and helps You to improve Your settings.

p. s. and sorry but I know only specific help for Windows Systems

I am agreeing with most of the others above but here I am going to tell you how to fix it. Go to "run" under the start menu then type in "msconfig" (without quotes) and click "Selective Startup" then uncheck "load start up items". That should fix it alot of the problems.

(Other Notes)

I would use system tools (under the run menu's "All Programs" "Accessory's) list like "Disk Clean Up" and "Disk Defragmenter".

Also other programs to get rid of spyware such as Spybot S&D (http://www.safer-networking.org/en/download/index.html) a completely free program that scans your system for spyware which may be taking your system resources (slowing your system down) and gathering data about you.

If your interested in some more advanced stuff i reconmend looking at download.com's list of easy tools to use to fix up your computer. http://www.download.com/PC-Starter-Kit/2001-12350_4-0.html?tag=dir

Everything I submitted is completely free software.

This depends on ur OS..
UR old version of OS like win98 will work internet faster than the Winxp..
this is because Microsoft has developed Security firewalls to prevent access from anonymous users..

so each firewall will make ur internet access slower..

That would depend on what you have running on each system, the last time you got rid of your ad aware junk, the last time you defragged both systems.. there are a lot of different factors.. the speed of each system, the memory that you have in each the speed of your hard drive.. more info would be good from you to us.. like the configuration of each system.. not that one is a good one and one is a bad one.. ;>)

Well maybe your good desktop computer have more programs/ software and doesnt have much space than your laptop does.

Have it check and maybe you might need to add memory on it.
