Just write it like you would to anyone, here is an example:
I wish for you to have the most wonderful birthday and many to come, and thank you for being an amazing friend.
just write it like you would to anyone, but if you do like her alot and would want her to be your girlfriend then dont play games cause then youl just be a player, you should talk to her instead because she may feel the same way but if not then just write it like you would.

The only way you would need to worry is if she:
1) likes you
2) thinks you like her
Other than that, anything should go. But if I were you I would say, "I hope you have a great birthday, and look forward to celebrating many more with you!"

i think you should just keep it short and direct, but not so short till its skimpy and seem insincere. i would suggest you write it the way like you speak to her.. hope this helps :)
