That depends on what networks are available and if they are not secure or not. If they are using some secure method such as WEP or WAP then you probably could hack a little and make use of them or just go somewhere like a coffee shop, library, or university that features free wireless access. The signals only broadcast a very short distance, around 100 to 300 feet with exceptions.

It depends where you are of course but one hotel I use in Andorra all I do is fire up the laptop and it connects automatically.

I am having problems with the French who insist that they give me free wi-fi in Hotel B B, this is a cheap chain (but clean).
I am never able to log on for some strange reason.

When in Spain, if I cannot find a facility in my hotel and I don't want to pay a very reasonable price at on of the many Internet cafes, I can cruise the streets with frequent stops, click on the wireless icon on the system tray, right click to view available connections and then log on if anything shows up. If nothing shows, move down the street a little. Don't try it in the poorer quarters, they can't afford wi-fi.

This is a miss-conception, people think if they have Wifi they can go wirless anywhere. However this is not the case, you need to be in close facinity to a available network connection. You can chance your arm and when you are out and about search for available connections. You may get lucky, for example the guy who lives above you local pub has wirless broadband. But to connect to it, it must be an unsecure connection (not passworded) You can also do a search on google and purchase a Wifi finder which locates connections.

you need to have an Internet account

I.E. If you go to MacDonald's in Australia you will need to have a Telstra account and time paid for.

Maccas have a Hot Spot that you can access.

If you have a suitably equipped laptop - most modern ones - as in the last year - you will be able to access the "Hot Spot" that the Airport - Starbucks coffee lounges etc have.
