It is used by your plumber when the water meter needs to be replaced, or if there is a burst pipe.

The plumber applies a cold pack to the pipe to freeze the water and seal off the flow so that the meter can be safely replaced or the pipe safely repaired.

As far as using the phenomenon in a water motor, ice doesn't flow very well, so I don't think it would work.

Since water expands when freezing, it is less dense than liquid water - it floats. This fact is used by the polar bears when they want to find a place to rest. And by ice fishermen on the lake outside my window.

It would be very slow and inefficient motor. It takes a lot of time and energy to freeze and unfreeze water.
