It depends on your beliefs and partially the culture you've been brought up with. Strictly speaking, incest describes sexual relations between blood relatives(usually immediate family and sometimes including family once removed [eg.1st cousins] )
However, in some cultures (eg. some of my Indian friends) believe that 1st cousin relations do not equate to incest.

No, it is not that would be blood to blood relations, but I am sure your brother would not be real thrilled with this. Not trying to be mean, or rude, but I can't imagine he would be happy knowing you are in love with his wife. Maybe you could turn your attentions to somewhere else. Maybe get involved in something and meet someone else. Just a thought.
