African democracy has made good progress over last 10 years. You must bear in mind the colonial and slavery past of the continent to understand how we choose our leaders (self imposed leaders are a minority by the way. Most are democratically elected.)

If you mean right leaders in Africa, I don't think that's up to us. We don't have the right to interfere with the politics of any other nation, for any reason. It's up to the people of those countries to decide for themselves what leaders are best for them.
Same goes for if you meant White leaders in Africa

How can nations in Africa manage to get fair, democratic and non-corrupt politicians to run their countries? Even the countries in the Western world don't have those!
If what you are looking for are politicians that are happy to live with the income of generated by less intense corruption, then you probably have to educate them in western schools, universities and companies, so that they can learn the more long term ways of making piles of money from the people while giving them a stable nation to live in and raise their families.
If one looks at the trend in most Aftican states, everyone working in a governmental position has to make cash quick because of the amazing speed with which enemies boot them out, or have them sent to jail or have them killed directly.
In too many countries there someone wanting to run a "clean" country has to get rid of dodgy politicians, lousy constitutions, war lords, drug lords and layers of opression of the poor, the voters who are easily swayed in false elections or are simply pitted against each other in civil wars.
Education is a key. From the crib to University, several generations of children have to have their minds wiped of the horrors of their whole lifetimes, the fears and hatred instilled in them by their parents and the society.
A job market in which they can really thrive and fulfil themselves, form families and pass on a healthy outlook to their children.
Health services, transport links, good policing, the correct investment of the money charged with taxion into country building, not weapons and swiss bank accounts, mansions and debauchery.
Quite frankly, we in the western world are not quite a step ahead of you... and nobody who cares is in a position to get our governments to give you a real helping hand, a real start. Nobody who could cancel your "debts" to the developed nations is interested because they want your raw materials for free, they want you down there to need us and not be self supporting.
When the poorest village in Africa has its own solar or wind powered electricity, its own water wells or rainwater caption systems, when drip irrigation feeds and exceeds the needs of the population, when a dollar paid to kill can be turned down for two dollars to work, then you'll be many steps ahead of the "developed nations".
