Like most things, it is insulting if people feel insulted. Some people may be fine to be called by racial slang-names - most Brits for example, do not mind being called Brit, or even Pom or Limey. But if someone does feel insulted, then you should not use the expression, that's simple good manners! After all, some expressions although harmless in themselves, come with a lot of cultural baggage. You could argue that Ni*gger is just bad Latin for black, but with it's history, there is a lot more to it than that.

Same reason that I would not necessarily appreciate being called a "Limey Bastard." It is the negative association with the term.
Now, if I had a mate call me Limey, I would prolly look at him or her and say something that was insulting to his or her lineage. Since I have mates (close friends) of diverse backgrounds, and not so close friends of even more diversity, I could really come up with a list of insults.

For the same reason you didn't like being called names when u were younger..it insults and degrades another persons feelings and gives no respect to the individual but generalizing a whole race..racial slurs and insulting names like such are just not very nice..

Perhaps the reason why it is insulting is the same reason that calling someone trailer trash or redneck or fat pig is insulting to someone.Words that are slang for describing someone obviously are meant to insult.The word was created to insult.

I've never even heard Chinese people be called that ,but I'm guessing that if you say that to someone in an negative way then it probably is offensive.
