Ammonia should be used on gold not silver. Here's some great instructions for cleaning silver, gold, copper and pearls. Also some pointers on cleaning semi-precious stones.

Easy Silver Polish
==================
1 tablespoon yogurt, whey
1 tablespoon mild liquid dish soap

1.Dip an old toothbrush in yoghurt whey and clean your blackened silvers such as anklets, rings, chains, etc.
2.After brushing, wash off with a mild detergent solution.
3.Wipe dry.
4.Your silver will shine like new!

Personally, if you treasure your silver, it is best to buy a high quality silver polish and ensure on a small area that it works well. You don't want to ruin it by polishing it with the wrong cleaners.

Never tried amonia. Toothpaste works if you don't want to use silver polish.

I don't believe that it will. You can use aluminum foil with boiling water and baking soda. It works.
