While I was at work, my apartment manager enetered my apartment without notifying me. He taped a note to my door stating he had come in to get my carpet shampooer. He did not have permission to use my shampooer or enter my apartment. I would like to know who I can file a complaint with.I live in the State of California.

Depending on your lease, he may have been operating entirely legally. If you are unhappy, start by talking to him!

i think the local police department could handle this complaint for you---i also think there is a landlord law--they have to notify you and you have to be present when they enter---it may be written in your lease contract---
