first of all register a domain name and get some webspace. there r many hosting service provider websites, buy them the webspace. else get some free webspace from sites like geocities.com, netfirms.com etc...
after tat, create/design ur web page and then host to ur webspace which u registered. u can upload the files through the control panel tat was provided by the hosting service provider which is very simple.

depending on what you want to do, freewebs.com is a good all round website maker.
if you just want to upload pictures download google's picasa, they give you like a gig of free space on the web to upload your pictures
if is just a homepage about yourself, get a myspace
