Slow down dragon. You should get to know her first. Go out on some dates. See if there is any common grounds of interest. Talk to her to make sure you know what her plans are for her life. Are they compatable with your desires and needs?
If you´ve done all that and still desire to marry her. I´d just ask her at a special moment when both of you are happy and feeling romantic. Drop to your knees and tell her how you feel. Tell her how special she is to you. Let her know that she is the only woman for you.
Don´t do this though unless you really plan on making her your one and only. No cheating with other women.

um..what do you mean propose? if youd like to propose marriage, dont tell it just like that! itll scare her.
if you just want to say you like her, then tell her. ask her if you two can talk alone and tell her. if you cant do that, give her a note saying you like her. with flowers/stufftoy/chocolate/anything cute if you want. dont forget to write your true name.
