I bought a ticket and paid for it by a credit card in CA; within a few minutes, I realized I could not make it to the flight so I cancelled my ticket. The operator who did both transactions told me that my money has been refunded to my credit card but couldn't give me a reciept confirming that. I'm woindering if there is a law in the US, or CA, requiring each party to provide reciepts for the amounts they have charged/refunded the other parties.

I really doubt whether there is a law demanding receipts for every purchase; besides, your problem isn't about not getting a receipt- it's about whether the agent refunded your money for a canceled ticket. Usually they're pretty good about refunds, but if it was canceled shortly before the flight, you might lose a little money on it. Why don't you call your credit card company and ask them to check whether the charge was refunded?
