I would probably break the silence to the person next to me. maybe not to the whole room. I am sure I would say somthing funny so our laughter might break up the silence.

It depends on what kind of people they are. But I usually attempt to break the ice with a joke. Like if its silent, I will say, "Damn people...noone talk at once I can barely hear myself think." Its hard to start talking to a group of people you don't know unless its in giving a speech. Politics is sometimes a good topic tho.
But I try to stray away from rooms of people I don't know, especially strange people. Like Roswell freaks or something, haha.
