It is normally here in Gibraltar. We get this annoying easterly wind called 'Levanter'. The winds are MOIST carrying fog and precipitation. They're well known for creating a particular cloud formation above our Rock. ;-p

define damp? Does snow count, true its not warm enough for the snow to melt when your outside... it is moisture
