Sims never talk in English. They have their own language. It is called Simlish and was developed by experimenting with Ukranian and Tagalog (the language of the Phillipines). It also owes something to the people who did the voice overs for the game who would improvise and put their own nonsense words in.
If the written word instructions etc. are in English when you select the language then your game is in English.

I own Sims 2 for the PSP platform and that i'd desire to offer you with a warning that in case you assume it to be like the laptop version of the Sims 2, it is not. The PSP version limits your administration over your atmosphere and judgements. the interest play is a lot extra linear than it somewhat is interior the laptop version and although i've got not performed Sims 2 Pets for the PSP, i could think of that it somewhat is a changed version of the familiar Sims 2. I'm not sure about PS2 but sims always talk simlish. It's a made up language :P Lots and lots of people try to make out what they are saying but the creators of The Sims (2) said it's only jibberish (or in this case simlish :P)
P.S. Whenever you change the language it is about the buttons you press and everything not how they talk or anything :P
